Invest Ottawa Commemorates the Launch of 123 Enclave: Canada’s Sovereign Cloud Solution for Defence and Security

On September 26, 2025, Invest Ottawa announced the launch of 123 Enclave, a new Canadian sovereign cloud platform aimed at offering defence and security contractors an expedited and cost-effective route to achieve cybersecurity compliance. The platform was introduced on September 25, 2025, and is tailored to assist Canadian firms in meeting Cybersecurity Maturity Model Certification (CMMC) and the Canadian Program for Cyber Security Certification (CPCSC), both of which are essential for engaging in Canadian and allied defence procurement.

Craig McLellan, CEO of ThinkOn, emphasized that many Canadian companies possess world-class capabilities but often find themselves excluded from defence opportunities due to the complexities and high costs associated with compliance processes. He noted that 123 Enclave aims to dismantle these barriers, creating a robust platform that nurtures Canadian innovation in a secure environment. Caleb Walker, Director at 123 Cyber, highlighted the platform’s ability to reduce the compliance timeframe from years to just months. It offers reassurance to defence suppliers that their data remains sovereign, secure, and compliant with both U.S. and Canadian defence standards.

The collaboration between ThinkOn and 123 Cyber merges ThinkOn’s Canadian-controlled cloud infrastructure with the expertise of 123 Cyber’s cybersecurity professionals, many of whom are veterans. The initiative provides several key features, including audit-ready compliance mapping, encrypted storage, vulnerability scanning, and scalable onboarding. This approach directly addresses challenges that have historically hindered small and medium-sized enterprises (SMEs) from participating in defence supply chains while safeguarding Canadian intellectual property and bolstering national security.

Situated in Ottawa, 123 Enclave is designed with a national impact in mind but draws its strengths from the city, which hosts pivotal organizations such as the Department of National Defence (DND), Defence Research and Development Canada (DRDC), Royal Canadian Mounted Police (RCMP), Canadian Security Intelligence Service (CSIS), and Communications Security Establishment (CSE). Additionally, Ottawa is home to over 330 defence and security companies employing around 10,000 professionals, making it an ideal environment for scaling solutions that align with national and allied defence missions.
