Canada Achieves Historic Milestone with First Investment in Arctic Sovereignty and Defense Capabilities

On December 10, 2025, Invest Ottawa announced a significant development for Canada's defence, space, and innovation sectors, marking the first strategic investment by the newly formed Defence Investment Agency (DIA). This agency aims to modernize defence procurement and enhance the delivery of critical military capabilities. The inaugural investment involves a $2.92 million partnership between Telesat and MDA Space to advance next-generation Arctic military satellite communications for the Enhanced Satellite Communications Project - Polar (ESCP-P).

The ESCP-P initiative, expected to encompass multiple billions of dollars, aims to revolutionize Canada's ability to assert and protect Arctic sovereignty, bolster NORAD and NATO operations, and furnish the Canadian Armed Forces with modern, secure Military Satellite Communications (MILSATCOM) capabilities tailored for operations in remote regions. This investment signifies a transformative step in Canadian defence procurement, reinforcing the nation’s commitment to sovereign capabilities and fostering collaboration with NORAD, NATO, and international allies.

Telesat emphasized its long-standing expertise, having delivered over 55 years of engineering leadership to the Canadian Armed Forces. The company, in collaboration with MDA Space, commits to enhancing Canada's defence strategies in the North through the development of a multi-frequency Arctic MILSATCOM architecture. Telesat's CEO, Dan Goldberg, praised the government's proactive approach to defence procurement, which harnesses industry innovation and investment for a secure communications architecture. The Government of Canada also confirmed that the ESCP-P will apply the Industrial and Technological Benefits (ITB) Policy to ensure financial investment benefits are felt across the Canadian defence and space ecosystems, particularly among small and medium-sized enterprises.

MDA Space, leveraging its extensive experience in space systems and robotics, will also take on a critical role in this mission partnership. CEO Mike Greenley noted the importance of delivering vital Arctic military satellite communication capabilities promptly and relevantly.

Sonya Shorey, President & CEO of Invest Ottawa, highlighted the national significance of this historic investment, stating it signals Canada’s commitment to strengthening sovereignty and enhancing military capabilities in the North. She articulated the alignment of this investment with the Ottawa region's strategy to establish itself as a National Defence Innovation Hub, serving both national and allied interests.

Located at the heart of this initiative is the Ottawa–Gatineau region, home to Telesat and MDA Space, both crucial in their respective fields. The region boasts extensive expertise in space systems engineering and a solid cluster of defence, aerospace, cybersecurity, and dual-use technology firms. Additionally, it hosts four NATO DIANA Test Centres and world-class research institutions, positioning it as a central hub for innovation in defence and space sectors.

The investment indicates heightened demand for skilled talent and opens new opportunities for SMEs through the ITB supply chain, amplifying the region's global visibility as a center for sovereign defence and innovation.

In summary, this historic investment by Canada’s DIA represents a key milestone for national defence capabilities and collaboration between government and industry. It sets the stage for a robust future in military operations, positioning Canada as a leader in sovereign defence and space innovation. Invest Ottawa is committed to supporting ongoing initiatives that will further enhance the landscape of Canada’s defence and space sectors in the years to come.
