Calian Pioneers Establishment of Canada’s First Integrated Arctic Maritime Security Consortium

On July 14, 2026, Calian Group Ltd., based in Ottawa, announced the creation of Canada's first integrated Canadian Arctic Maritime Security Consortium (CAMSC). This consortium unites six Atlantic Canadian organizations, Indigenous partners, and a prominent marine academic institution with the aim of addressing Canada’s Arctic and maritime security needs.

CAMSC was unveiled at a signing ceremony during the Maritime Arctic Security and Safety Conference in St. John’s, Newfoundland and Labrador, attended by various stakeholders, including Newfoundland's Minister of Jobs, Growth and Rural Development. The consortium's founding members include:

  1. Calian: Provides interoperability, secure communications, cyber resilience, and health services supporting defense operations.
  2. Genoa Design International: Focuses on digital ship design and production engineering, pivotal to shipbuilding.
  3. Horizon Naval Engineering: Specializes in Indigenous maritime operations and training for northern operations.
  4. Newdock: Offers ship repair and maintenance for marine defense vessels.
  5. PolArctic Canada: Develops AI-driven Arctic sea-ice forecasting and ocean modeling tools.
  6. Arctic Economic Development Corporation: Encourages Indigenous participation in economic development.
  7. Fisheries and Marine Institute of Memorial University: Delivers marine education and research to develop Canada's ocean sector workforce.

Indigenous participation is significant within CAMSC, contributing local expertise and emphasizing the advancement of reconciliation and sustainable supply chains in the north, aligning with Canada's Defence Industrial Strategy.

Objectives and Initiatives:
One of CAMSC's primary initiatives is the establishment of a Canadian Centre of Excellence for Maritime and Arctic Training. This center aims to integrate advanced simulation, operational training, and digital technologies to prepare a skilled workforce for the Canadian Armed Forces, Canadian Coast Guard, and marine industries.

The announcement comes during a period of heightened investment in Canada’s defense capabilities, with the Government committing $6.6 billion over the next five years as part of the Defence Industrial Strategy, including a $379 million Regional Defence Investment Initiative specifically for Atlantic Canada. This investment supports over 200 defense companies and nearly 10,000 jobs in the region.

Chris Pogue, president of Calian’s defense and space division, emphasized the importance of collective capabilities in strengthening Arctic security and creating opportunities within Canada's maritime ecosystem. He noted that no single organization could achieve the needed readiness and that the consortium would harness diverse expertise.

Dr. Janet Morrison, President of Memorial University, expressed pride in the institution's role in fostering skilled personnel and research to support maritime and defense objectives. Similarly, Sean Leet, President of Horizon Naval Engineering, highlighted the consortium's collaborative approach as essential to enhancing Arctic security and supporting vital infrastructure development.

Impact on Canadian Defense Technology:
The formation of CAMSC signifies a pivotal moment for Canadian defense technology, showcasing Ottawa’s growing leadership in establishing sovereign capabilities. The region is home to over 330 defense and security companies and serves as a hub for innovation and venture capital in defense technologies.

This consortium marks an important step toward meeting Canada’s defense spending commitments, reflecting the collective effort among industry, Indigenous organizations, and educational institutions to bolster the nation’s maritime security and operational readiness.
